Where does this come from?

City of Los Angeles building permits. A build-out is a commercial tenant improvement. A new apartment building is a new multifamily permit. The public record shows the address and the work.

How should I contact them?

These are businesses. Email under CAN-SPAM is fine, and a call you dial by hand to a business line is generally fine. Don't autodial, use a prerecorded message, or text, because a listed number may be a cell phone.

Is the job already sold?

The permit is filed after someone decided to do the work. The list is for the vendors that work comes with: IT and cabling, cameras, janitorial, signs, furniture, a property manager, laundry equipment. Some of that is already hired. The record doesn't say which.

Can I cancel?

Yes, anytime. You keep the lists through the month you paid for.
